Principal Policy Officer

An opportunity has arisen for a Principal Policy Officer to join a high-profile, multi-year infrastructure transformation programme within Queensland’s education system. This pivotal role sits at the heart of a major business reform initiative, designed to enhance contractor management and drive safer, more effective outcomes across a vast portfolio of educational facilities. As a valued member of an internal programme team, you will play a key part in shaping policy, engaging with diverse stakeholders, and supporting the delivery of significant improvements that will have lasting impact on communities throughout Queensland. The contract is until the end of June next year, with the possibility of extension.

What you'll do:

  • Support comprehensive analysis of current contractor management practices by identifying operational challenges and risks that may impact service delivery or safety.
  • Draft clear and actionable policy guidance, procedures, and operational tools aimed at improving contractor management processes across the organisation’s extensive asset base.
  • Collaborate closely with colleagues from multiple divisions to ensure new policies are practical, well-understood, and seamlessly integrated into existing business processes.
  • Coordinate working groups and facilitate workshops to gather insights from stakeholders, inform policy development, and test proposed approaches for effectiveness.
  • Prepare high-quality written materials including briefings, internal papers, and implementation tools that communicate complex information in an accessible manner.
  • Track progress of reform implementation by monitoring key milestones and providing recommendations for adjustments or enhancements as required.
  • Engage proactively with stakeholders at all levels to build consensus around policy changes while addressing concerns through effective communication and conflict resolution.
  • Provide subject matter expertise in contractor management and business improvement to support the successful delivery of the programme’s objectives.
  • Contribute to other suitable duties consistent with the responsibilities of the position as directed by your supervisor or nominated delegate.

What you bring:

  • Demonstrated experience in government infrastructure delivery or similar large-scale public sector programmes where collaboration was key to success.
  • Proven track record in business improvement or transformation initiatives within complex organisations requiring careful stakeholder management.
  • Experience in infrastructure contract management or procurement processes with an understanding of best practice risk mitigation strategies.
  • Familiarity with risk and safety management principles as they relate to infrastructure projects or contractor oversight.
  • Exceptional written and verbal communication skills enabling you to distil technical information into concise policy documents accessible to varied audiences.
  • Strong attention to detail combined with the ability to manage multiple priorities effectively within tight timeframes.
  • Well-developed stakeholder engagement skills including conflict resolution abilities that foster trust-based relationships across organisational boundaries.
  • A solution-oriented mindset with proven problem-solving capabilities focused on designing practical solutions for operational challenges.
  • Ability to work dependably as part of a collaborative team environment while contributing positively to shared goals.
