Program Manager - Contract Management
This role is central to a multi-year investment programme focused on enhancing educational infrastructure, with an annual portfolio valued at approximately $2 billion and an asset base exceeding $40 billion. As part of a dedicated internal team, you will play a pivotal role in shaping the future of contractor management practices, driving improvements that directly impact safety, risk mitigation, and performance across a diverse range of building, construction, and maintenance projects.
The position offers the chance to work collaboratively with stakeholders at all levels, influence meaningful change, and contribute to the ongoing success of Queensland’s education system. With flexible working opportunities and a highly supportive environment, this is your chance to make a lasting difference while enjoying competitive hourly rates.
- Be at the forefront of a high-impact transformation programme supporting Queensland’s educational infrastructure, managing initiatives that affect billions in assets and investments.
- Enjoy flexible working opportunities within a collaborative and knowledgeable team environment where your expertise in contract management and business improvement will be highly valued.
- Benefit from generous hourly pay rates while contributing to safer, more effective contractor management practices that support long-term organisational goals.
What you'll do:
As Program Manager, you will be instrumental in delivering transformative change within one of Queensland’s most significant infrastructure portfolios. Your day-to-day activities will involve engaging deeply with stakeholders across multiple levels of the organisation to analyse existing contractor management processes, identify opportunities for improvement, and implement robust solutions that drive better safety outcomes and enhanced performance. You will facilitate workshops, prepare detailed briefings for senior leaders, and collaborate with cross-functional teams to ensure reforms are practical, sustainable, and widely supported. Success in this role requires not only technical expertise but also exceptional interpersonal skills—your ability to communicate complex concepts clearly will help foster understanding and commitment among diverse groups. By monitoring progress through data-driven feedback loops and continuously seeking ways to optimise processes, you will ensure that every aspect of contractor management aligns with strategic objectives. This is an opportunity to make a tangible impact on public sector service delivery while developing your own professional capabilities within a supportive team environment.
- Lead comprehensive analysis of current contractor management practices to identify risks, inefficiencies, and areas for reform across large-scale infrastructure operations.
- Support the design and implementation of future models that enhance safety standards, performance metrics, and risk management frameworks for contractor engagement.
- Collaborate closely with stakeholders throughout the Infrastructure Services Division to shape practical reforms and secure buy-in from both operational teams and leadership groups.
- Provide authoritative advice to executives and delivery partners through workshops, written briefings, and targeted stakeholder engagement sessions.
- Monitor program progress by establishing feedback mechanisms and using key metrics to ensure continuous improvement in contractor management outcomes.
- Work collaboratively with all stakeholders to build strong functional relationships across the division and broader organisation in support of project objectives.
- Communicate complex ideas and technical requirements clearly to diverse audiences, ensuring understanding and alignment on program goals.
- Drive practical changes by identifying root causes of challenges and designing actionable solutions that deliver measurable results.
- Manage competing demands effectively by prioritising tasks and making informed decisions that align with overall program objectives.
- Undertake other suitable duties as required by supervisors or nominated delegates, consistent with the responsibilities of the position.
What you bring:
To thrive as Program Manager in this transformative setting, you will bring substantial experience from roles involving large-scale infrastructure delivery or public sector programmes. Your background may include hands-on involvement in business improvement projects or contract management within complex organisations—skills which are invaluable when analysing current practices and implementing new models. You possess outstanding communication abilities that allow you to translate technical requirements into clear guidance for varied audiences; your attention to detail ensures nothing is overlooked during critical reform processes. A collaborative approach underpins your work style: you excel at building trust-based relationships across teams while guiding others towards shared objectives through empathy rather than authority. Your proven ability to resolve conflicts constructively helps maintain momentum even when faced with challenging stakeholder dynamics. Above all else, your passion for finding practical solutions—combined with an unwavering commitment to safety, quality outcomes, and continuous improvement—will set you apart as an indispensable member of the programme team.
- Demonstrated experience in government infrastructure delivery or similar large-scale public sector programmes is highly regarded for this role.
- Proven track record in business improvement or transformation initiatives within complex organisations or the public sector is considered advantageous.
- Experience in infrastructure contract management or procurement processes will enable you to excel in this position.
- A background in risk management or safety oversight within infrastructure environments is highly desirable.
- Exceptional presentation skills alongside excellent written and verbal communication abilities are essential for conveying complex information effectively.
- Strong attention to detail combined with effective decision-making skills allows you to manage competing priorities successfully.
- Ability to work collaboratively within teams while influencing outcomes through relationship-building rather than direct authority is crucial.
- Proven problem-solving capabilities enable you to identify underlying issues quickly and design practical solutions that deliver real value.
- Effective stakeholder engagement skills—including conflict resolution—are necessary for navigating diverse perspectives across operational teams.
- A solution-oriented mindset coupled with enthusiasm for driving positive change rounds out your suitability for this important role.
