An exciting opportunity for a professional to lead a high-performing Rating Services within a dynamic and service-driven environment. This role is responsible for overseeing the accurate levying, collection and administration of rates revenue, ensuring a critical funding stream is effectively managed to support essential community services. Reporting to the Manager Financial Services, you will coordinate the day-to-day operations of the Rating Services team

This position offers a diverse scope, combining operational leadership with technical expertise. You will contribute to the annual budgeting process through rates modelling and financial analysis, oversee the implementation of rate levies, and manage debt recovery processes, including legal documentation where required. As a subject matter expert, you will provide high-level advice on rating legislation, policies, and practices, and liaise with internal and external stakeholders, including auditors and government bodies.

A strong focus of the role is system and process optimisation. You will take ownership of the rates system, ensuring effective configuration, maintenance, and continuous improvement, while identifying opportunities to enhance efficiency and service delivery.

You will lead, coach, and develop a small team, fostering a collaborative and customer-focused culture, and ensuring performance outcomes are achieved. This role offers a high degree of autonomy and the opportunity to influence systems, processes, and rating strategies at an organisational level.


Key Responsibilities

  • Lead and coordinate the daily operations of the Rating Services function
  • Oversee the accurate levying and collection of rates revenue
  • Maintain and ensure integrity of the property and rates database
  • Deliver rates modelling and financial insights to support budgeting
  • Manage debt recovery processes, including legal documentation
  • Provide expert advice on rating legislation and compliance requirements
  • Prepare reports, briefing papers, and correspondence
  • Act as a key liaison with auditors, government bodies, and stakeholders
  • Manage and optimise the rates system, including continuous improvement initiatives
  • Lead, coach, and develop team members to achieve performance outcomes

About You

You will bring demonstrated experience in Rating Services, revenue management, or a similar function, ideally within a local government or regulated environment. You have a strong understanding of rating processes and relevant legislation, along with experience using property and rating systems (TechnologyOne or similar).

You are an effective leader with the ability to manage and develop a team, while also remaining hands-on in a technical and operational capacity. Your strong organisational, analytical, and problem-solving skills enable you to manage competing priorities and deliver accurate, high-quality outcomes.

You are a confident communicator with well-developed stakeholder engagement skills and the ability to provide clear, informed advice. You thrive in a complex environment and are proactive in identifying opportunities to improve systems, processes, and service delivery.

A relevant tertiary qualification is desirable; however, extensive practical experience in a similar role will be highly regarded.
