Capital Works Program Manager
We are seeking an experienced Capital Works Program Manager to lead the delivery of a diverse portfolio of projects, ranging from minor works through to major capital upgrades and complex construction projects. This role is responsible for overseeing the full lifecycle of a capital works program, ensuring projects are delivered safely, on time, within budget, and in line with governance and stakeholder expectations.
Key Responsibilities

Program Leadership & Delivery
- Lead and manage an annual capital works program comprising minor, refurbishment, and major capital projects
- Oversee project delivery from planning and design through to construction, handover, and defects phase
- Coordinate internal teams, consultants, and contractors to achieve program objectives

Stakeholder Management
- Build and maintain strong relationships with internal stakeholders, clients, and external partners
- Provide clear communication, reporting, and governance across all program activities
- Act as the key escalation point for risks, issues, and decision-making

Financial & Commercial Management
- Develop and manage program budgets, forecasts, and cash flow
- Ensure projects are delivered within approved financial parameters
- Review and approve expenditure, contracts, and supplier performance

Project & Operational Oversight
- Provide leadership and direction to Project Managers across multiple concurrent projects
- Monitor program performance, schedules, and KPIs
- Proactively identify risks and implement mitigation strategies
- Ensure effective procurement, contract management, and delivery outcomes

Governance, Compliance & Safety
- Ensure compliance with all relevant policies, standards, and regulatory requirements
- Maintain strong focus on WHS, quality assurance, and environmental standards
- Oversee reporting frameworks and program governance processes

People Leadership
- Lead, mentor, and develop a team of Project Managers and delivery staff
- Foster a high-performance, collaborative, and customer-focused culture
Required Experience & Skills
- Demonstrated experience delivering complex capital works programs (both minor and major projects)
- Strong background in construction, infrastructure, or building projects
- Proven capability in program and project management across full lifecycle delivery
- Strong financial, commercial, and contract management expertise
- Experience managing projects in live operational environments
- Excellent stakeholder engagement and communication skills
- Knowledge of WHS, quality, and environmental management systems
Qualifications
- Degree in Construction, Engineering, Project Management, Architecture, or related discipline
- Relevant project management or construction certifications (desirable)
