Capital Works Program Manager

We are seeking an experienced Capital Works Program Manager to lead the delivery of a diverse portfolio of projects, ranging from minor works through to major capital upgrades and complex construction projects. This role is responsible for overseeing the full lifecycle of a capital works program, ensuring projects are delivered safely, on time, within budget, and in line with governance and stakeholder expectations.

Key Responsibilities

  • Program Leadership & Delivery

    • Lead and manage an annual capital works program comprising minor, refurbishment, and major capital projects
    • Oversee project delivery from planning and design through to construction, handover, and defects phase
    • Coordinate internal teams, consultants, and contractors to achieve program objectives
  • Stakeholder Management

    • Build and maintain strong relationships with internal stakeholders, clients, and external partners
    • Provide clear communication, reporting, and governance across all program activities
    • Act as the key escalation point for risks, issues, and decision-making
  • Financial & Commercial Management

    • Develop and manage program budgets, forecasts, and cash flow
    • Ensure projects are delivered within approved financial parameters
    • Review and approve expenditure, contracts, and supplier performance
  • Project & Operational Oversight

    • Provide leadership and direction to Project Managers across multiple concurrent projects
    • Monitor program performance, schedules, and KPIs
    • Proactively identify risks and implement mitigation strategies
    • Ensure effective procurement, contract management, and delivery outcomes
  • Governance, Compliance & Safety

    • Ensure compliance with all relevant policies, standards, and regulatory requirements
    • Maintain strong focus on WHS, quality assurance, and environmental standards
    • Oversee reporting frameworks and program governance processes
  • People Leadership

    • Lead, mentor, and develop a team of Project Managers and delivery staff
    • Foster a high-performance, collaborative, and customer-focused culture

Required Experience & Skills

  • Demonstrated experience delivering complex capital works programs (both minor and major projects)
  • Strong background in construction, infrastructure, or building projects
  • Proven capability in program and project management across full lifecycle delivery
  • Strong financial, commercial, and contract management expertise
  • Experience managing projects in live operational environments
  • Excellent stakeholder engagement and communication skills
  • Knowledge of WHS, quality, and environmental management systems

Qualifications

  • Degree in Construction, Engineering, Project Management, Architecture, or related discipline
  • Relevant project management or construction certifications (desirable)
