Commercial & Regulatory Lead for large-scale highly visible Government Program Sydney based 12 month contract with potential extension paying up to $2600 plus Super per day Director Level Megaproject experience from Private and/or Public Sectors is mandatory

Key accountabilities and deliverables of the role:

  • Ensure all contractual and regulatory obligations are met by supporting the Executive Project Director
  • Manage commercial obligations under the Project Deed, including third-party interfaces, and overseeing compliance with milestones, claims, invoicing, and amendments.
  • Support in budget allocation, cash flow management, and financial oversight, ensuring timely payments, RSP adjustments, and accurate financial modelling with regular progress reports.
  • Track the Network Operator’s progress against key milestones, address deviations promptly, and implement risk mitigation strategies aligned with the departments objectives.
  • Manage regulatory interactions, including submissions of Revenue Proposals, and ensure compliance with AER and Consumer Trustee requirements, particularly for RSPs, revenue adjustments, and financial audits.
  • Manage and build strong relationships with internal and external stakeholders and interfaces.
  • Review and approve financial payments and invoices from the Network Operator in accordance with the requirements outlined in the project deed.
  • Lead commercial negotiations to resolve issues, amend contracts, and secure favourable outcomes, ensuring alignment with the departments strategic objectives and value-for-money goals across the project lifecycle.
  • Drive successful commercial and contract outcomes across all contracts including interface agreements and project deed.
  • Upskill department employees to take over the long term management of the commercial discipline on the CWO project.

Key challenges:

  • Lead all CWO commercial, financial and regulatory obligations and operational requirements.
  • Provide expert direction on complex commercial and legal issues related to renewable energy projects.
  • Balancing the interests of multiple stakeholders, including ACEREZ, the department, Transgrid and Candidate Foundation Generators.
  • Support the Executive Project Director to lead an integrated commercial team, ensuring effective commercial outcomes across all CWO workstream. (Network Operator, IC, Transgrid, Third Parties, Port to REZ)
  • Avoidance of disputes through proactive and strategic contract management approaches.
  • Managing complex commercial arrangements and ensuring compliance with contractual obligations.
  • Facilitating engagement with and decision making with internal teams, the department executive, external partners, and regulatory bodies.

Essential skills and experience:

  • Strong knowledge of complex contract management, regulatory compliance, and financial modelling, particularly within PPP and large-scale energy infrastructure projects.
  • Proven experience in leading the commercial discipline on a mega project, with a focus on optimising commercial outcomes, mitigating risks, and managing disputes.
  • Excellent ability to engage, negotiate, and coordinate with diverse stakeholders, including contractors, regulators, and internal teams, to achieve favourable outcomes.
  • Proficiency in identifying, assessing, and mitigating commercial and contractual risks, with a solution-focused approach to address project challenges and ensure strategic alignment.
