Program Manager

Save job

A unique opportunity has arisen for a Program Manager to join a high-impact team driving significant transformation within Queensland’s educational infrastructure. This role is central to a major, multi-year business improvement initiative focused on enhancing contractor management practices across a vast portfolio of building, construction, and maintenance services. As the Program Manager, you will play a pivotal part in shaping and embedding new operational models that prioritise safety, risk management, and value for investment. You will be empowered to work closely with stakeholders at all levels, translating strategic vision into practical outcomes that support the future of education in Queensland. The organisation offers flexible working opportunities and values your commitment to collaborative delivery, professional growth, and making a tangible difference to communities across the state.

  • Be at the forefront of a transformative program impacting educational infrastructure across Queensland, supporting safer and more effective contractor management.
  • Enjoy flexible working opportunities within a supportive environment that encourages collaboration, knowledge sharing, and professional development.
  • Work alongside knowledgeable colleagues in an inclusive culture where your expertise in procurement, contract management, and organisational change will be highly valued.

What you'll do:

As Program Manager, you will be instrumental in guiding the successful implementation of a critical business transformation program aimed at elevating contractor management standards within educational infrastructure projects. Your day-to-day activities will involve collaborating with cross-functional teams to develop robust processes that underpin safety and risk mitigation while delivering value for investment. You will facilitate workshops, prepare executive briefings, and engage stakeholders at all levels to ensure seamless adoption of new practices. By tracking progress against key metrics and responding proactively to feedback, you will help embed lasting improvements that benefit both the organisation and its wider community. Your ability to communicate clearly, manage competing priorities sensitively, and foster cooperative relationships will be essential in achieving program goals.

  • Lead the detailed design of reformed contractor management practices by translating strategic models into actionable processes, tools, and artefacts ready for implementation.
  • Drive the rollout of new contractor management frameworks across the organisation, ensuring improvements are sequenced to enhance safety and performance without disrupting ongoing operations.
  • Champion change management initiatives by supporting operational teams and leadership through transition periods and embedding sustainable new ways of working.
  • Provide authoritative advice to executives and delivery partners through workshops, written briefings, and targeted stakeholder engagement activities.
  • Monitor implementation progress and benefits realisation using feedback mechanisms and metrics to adjust delivery approaches as needed for sustained outcomes.
  • Foster strong collaborative relationships with stakeholders across multiple divisions to ensure alignment with project objectives and smooth adoption of reforms.
  • Communicate complex ideas and technical requirements clearly to diverse audiences, ensuring understanding and buy-in from all involved parties.
  • Support continuous improvement by identifying challenges during implementation and designing practical solutions that address root causes effectively.
  • Contribute to other suitable duties consistent with the responsibilities of the position as directed by supervisors or nominated delegates.

What you bring:

To excel as Program Manager, you will bring proven experience navigating complex organisations—ideally within the public sector or similar regulated environments—where you have successfully delivered large-scale business improvement initiatives. Your background in contract management, procurement processes, or infrastructure project delivery will provide a solid foundation for overseeing transformational change. You are known for your hands-on approach when solving problems collaboratively with others; your interpersonal sensitivity allows you to manage competing demands thoughtfully while maintaining focus on agreed outcomes. Your communication style is clear yet considerate, enabling you to present technical concepts accessibly whether engaging executives or operational staff. Above all, your empathy for stakeholder perspectives helps foster consensus even during challenging transitions.

  • Valid Blue Card (Queensland Working with Children Check) is mandatory for this position as it ensures compliance with child protection requirements.
  • Experience in government infrastructure delivery demonstrates your familiarity with public sector environments and large-scale asset portfolios.
  • Expertise in infrastructure contract management and procurement equips you to oversee complex contractual arrangements effectively.
  • Proven track record in business improvement or transformation highlights your ability to drive meaningful organisational change.
  • Experience implementing organisational reform or operating model changes at scale shows your capacity for managing complex transitions smoothly.
  • Background in risk and safety management within infrastructure projects ensures you can prioritise safe outcomes throughout program delivery.
  • Excellent presentation, written, and verbal communication skills enable you to convey information clearly to varied audiences.
  • Strong stakeholder engagement abilities allow you to build trust-based relationships across diverse groups.
  • Effective team collaboration skills demonstrate your commitment to shared success within multidisciplinary environments.
  • Ability to resolve conflicts constructively supports harmonious working relationships during periods of change.
