Business Product Lead – Workforce Management

Lead a major enterprise Workforce Management transformation within a leading university environment.

We are seeking an experienced Business Product Lead – Workforce Management (WFM) to lead the product vision, target-state design and operating model for a significant multi-year transformation program.

This is a senior leadership opportunity to shape an integrated, sustainable and compliant Workforce Management model across a complex and highly diverse workforce environment.

About the role

Reporting to the HR Program Director, you will work closely with the HR Business Owner, Academic Lead, Solution Architecture and Digital/ICT teams to translate strategic objectives into an integrated Workforce Management product and operating model.

You will lead the WFM product and design function across areas including:

• Workforce planning and forecasting

• Academic workload allocation

• Scheduling and rostering

• Time and attendance

• Workforce compliance

• Workforce insights and reporting

• Business processes, governance and operating model design

• Data, integration and technology enablement

You will own the WFM Target State Design and Roadmap, establish design principles and governance, and ensure continuity between strategy, procurement, solution design, implementation and benefits realisation.

The role will also lead stakeholder co-design across HR, faculties, University schools, Digital and ICT, balancing enterprise-wide consistency with legitimate local requirements.

Key responsibilities

• Own and evolve the WFM product vision, target state and transformation roadmap.

• Lead end-to-end product and business design across workforce management capabilities.

• Define and evolve the target operating model, including processes, governance, decision rights and accountabilities.

• Lead WFM design governance and facilitate complex design decisions and trade-offs.

• Lead a multidisciplinary WFM product/design team, including Business Analysts and capability leads.

• Ensure alignment with related enterprise capabilities including Payroll, HCM, Timetabling, Curriculum, Strategic Workforce Planning, Finance, Data and Compliance.

• Support technology procurement, market evaluation and solution selection.

• Provide design assurance across implementation, testing and deployment.

• Lead stakeholder co-design and engagement across a complex, federated organisation.

• Maintain alignment between business requirements, operating model, architecture, data, technology and delivery outcomes.

About you

We are looking for a senior transformation/product leader with a strong combination of Workforce Management domain expertise, business design capability and enterprise transformation experience.

You will ideally bring:

• Demonstrated experience leading business product, operating model, business architecture or transformation design within a large-scale enterprise transformation.

• Strong Workforce Management or HR transformation experience, including areas such as workforce planning, scheduling, workload allocation, time and attendance, compliance or workforce reporting.

• Experience designing target operating models, business capabilities, governance arrangements, decision rights and end-to-end processes.

• Strong experience working through complex design governance and decision-making environments.

• Experience working across business, architecture, data, technology, change and delivery teams.

• Proven ability to lead stakeholder co-design across complex and federated organisations.

• Experience supporting enterprise technology procurement, market assessment and solution evaluation.

• Strong leadership, communication, negotiation and stakeholder management skills.

Experience within higher education, government or another complex enterprise environment would be highly regarded.

A relevant tertiary qualification or equivalent professional experience is required.
